Maybe this is possible already, but I haven't found the setting.

Please do the following:
1. Go to: Start/Control Panel/Regional and Language Options
2. Select 'Reginal Options' tab'
3. Click 'Customize'
4. Open 'Time' tab
5. Select the necessary time format
